SPD Investigates a Shooting in the 8500 block of Waters Ave. (Updated)

Update: Jamal Elijah Kelly, 38, has been arrested in connection with the July 8 shooting in the 8500 block of Waters Ave.  He turned himself in to police on July 16 and was charged with possession of a firearm by a convicted felon and tampering with evidence.
